Your Samsung is network locked?
The network lock is a type of lock used by network providers (like Vodafone, AT&T etc) to restrict the use of phones only to their network. So, you are not able to use a SIM card from a different carrier (in your country or when traveling abroad). When trying to use a SIM card from a different carrier your phone will require a network unlock code.
Unlock your Samsung
The easiest way to check if your phone is network locked is by inserting a SIM card from a carrier different than the carrier you originally bought your phone from. If your phone reads one of the following messages, then it’s network locked:
- “SIM Network Unlock PIN”
- “Enter Network Lock Control Key”
- “Network Locked”
Another method to check if your Samsung is network locked is by dialing *#7465625#. A menu will be displayed that will resemble the following:
[ ] Network lock
[ ] Subset lock
[ ] SP lock
When all lock levels on this menu are OFF, then your phone is unlocked. Having Network Lock ON means that your phone is network locked. If Subset lock is ON then your phone needs a provider unlock code. If SP lock is ON then your Samsung needs a service provider unlock code. We will provide you all these unlock codes.
Unfortunately, this method (*#7465625#) does not work on all Samsung phones. It actually depends on the Android version you have installed on your phone. For some Android versions, when dialing *#7465625# you’ll only get the message “Connection problem or invalid MMI code”.

If the phone can not be updated using the classic method, accessing the settings and then software update, I do not recommend you to do it or use a ROM.

I recommend you to go with the card to an authorized gsm service to cut the card. If you do this alone you can damage the card and it will stop working on the phone.

It looks like the phone is locked into a carrier. You had to call the cell phone carrier to unlock it. You can probably contact the seller and advice them that you got a carrier locked phone.

It depends, but the Note 8 is a brand new model, and this device was probably never used before, so I don’t think that somebody/anybody caused any alterations to its software, OS. But, have you checked if the ROM is the stock one?

You have to check the transmission bands used for that country. For example, most USA phone work in Canada and vice versa because the telecom providers use similar bands, or the phones are produced to be compatible will all North American bands because that is where they will be sold. Perhaps the bands are different. Is it only text that doesn’t work? What about calls? The other option is to search online for the API of your service provider and manually enter that into your phone.

If you can find a sticker on your phone’s box that has a message stating something like “Middle-Eastern SIM Card Only” or “European Model” where the region may differ, it most certainly means that your phone is Region Locked.
The Region Lock is not similar to the Network Lock.And the way to remove the Region Lock is by placing a 5-minute call (or receiving) while having inserted a SIM from the specific region the phone is locked.

If your device was used on KT and then AT&T, it means that is unlocked and will work on Japan’s GSM networks.
The unlocking is permanent, therefore, if your device used two different carriers, it means is unlocked. So, you don’t need to place an unlocking order.

Does your device is asking for a network unlock code?
The unlock is permanent! In very rare situations the phone might ask again for the code after an upgrade.
If that happens, you just have to enter again the code.

The method describes how to check if your device is Network Locked. But it won’t specify the actual network.
The easiest way to do it is to insert a different SIM card from the one you think the device is locked.
For example, if you think your device is locked on Vodafone UK, try inserting an o2 or EE SIM card.
Another way to check is to look through your Apps and see if there is any network app such as Vodafone App, o2 App, T-Mobile App.

If the Mobile Internet Connection is working then there must be some Call Forwarding settings of APN settings that are not quite right.
I would suggest factory resetting the phone and check if it will work afterward.

Unfortunately, the vast majority of Dual-SIM phones have hardware limitations for the second slot and cannot use the Mobile Data at all, or with limitations to the 2G frequency.
Bottom line: You won’t be able to use the Mobile Data with SIM slot 2 regardless of unlocking the phone.
You might want to try to revert to an older version of the Android OS and check if the Mobile Data works afterward.

If the phone was unlocked successfully when the code was inserted it should have remained unlocked.
This is just a guess here, but if the phone was still financed and you stopped the monthly rates the previous Network Operator has the possibility to register your IMEI as Blacklisted. If this was the case, then your phone will not work with any SIM card and will deliver the message “Not Registered on Network”.
You can easily check this by inserting a SIM card from the operator that locked your phone in the first place and if it won’t connect you can be sure that your IMEI was registered as Blacklisted.

The best way to check if your phone is Network Locked is to insert a non-accepted SIM card and check if the phone will ask for the SIM Network Unlock PIN.
If your phone displayed the Not Registered on Network error message please make sure that the SIM card you are trying to use works in another factory unlocked phone because chances are it may be a SIM problem.

If your phone cannot be upgraded by the classic standard method from the device’s settings menu, I do not recommend flashing a different ROM.
The unlocking codes will not work if the device has been tampered with and if a ROM was previously flashed.
The phone may work after you upgrade the software but you will not be able to unlock it because you have done changes to its initial factory settings.
